The three-member Board of Election Commissioners is an independent unit of county government tasked with administering, conducting and tabulating all Sebastian County elections in conjunction with state and federal election laws. County election commissioners are recommended by their political party and appointed by the State Board of Election Commissioners using the ratio of two majority party members (Democrats) to one minority party member (Republican). The ratio is determined by the party affiliation of a majority of state constitutional office holders.

 | Larry Cochran chairs the Sebastian County Election Commission and was appointed in 2008. He is a retired high school civics teacher and a Democratic Party State Committeeman. Prior to his appointment, he worked as a long-time election official in Sebastian County, serving as both a poll worker and polling site judge. He earned his bachelor's degree in history and political science from Arkansas Tech University in Russellville.

 | Gunner Delay is vice chair of the Sebastian County Election Commission and was appointed in 2009. A Republican and Fort Smith native, Delay is a former state representative and senator, serving two terms in the House and one in the Senate. An attorney in private practice, he is a graduate of the University of Arkansas at Little Rock. In 2007, he was appointed by Gov. Mike Huckabee to fill an unexpired two-year term as Sebastian County prosecuting attorney.

 | David Harp, a Democrat, is the third member of the Sebastian County Election Commission and was appointed in 2007. He previously served a three-year term on the election commission. An attorney in private practice, he earned a bachelor's degree from Henderson State University in Arkadelphia, Arkansas and his law degree from the University of Arkansas at Fayetteville.

Jerry Huff is the election coordinator and responsible for day-to-day administration. Other staff include Jan Haver, administrative assistant, and David Oliver, who handles technical operations.
Sebastian County currently has about 65,000 registered voters. The County’s 90 precincts are divided among 45 polling places. The election commission works closely with the Sebastian County Clerk, Doris Tate (office telephone number 479-782-5065), who is responsible for voter registration and early and absentee voting. |
